QFH 137MHz Antenna remix, SWR < 1.5

Remixed from "QFH 137MHz Antenna by SynarK".

Changed the dimensions of the top part of the antenna(cut1) and designed a base with an opening for a SMA connector.

I used 50 Ohm coaxial(RG174) as feed, the antenna returns <1.5 SWR for all NOAA APT frequencies.
