The speed will depend on the machine and the type of PLA you are using. I always recommend that the first layers be printed at a speed between 10% and 20% (although if you are confident and know that the bed is perfectly leveled, you can increase the speed of the first layer to 40%). After that, you can adjust the speed as needed, keeping it between 80% and 100%.
