2025 Bumper Inspection Tool version 2

Bumper inspection tool for the 2025 FRC game REEFSCAPE.

Moved the bumper number measurements into an opening in the center of one arm and corrected the minimum stroke width to include the margin. Also added ruler marks on the outside of one arm to allow generic measurements.

Thanks to Garry Hannah for the idea to use a cutout box for measuring bumper numbers and Michael Hartwig for the idea of adding ruler markings.
