WALL-E neck improvements

These are updated components for the Chillibasket WALL-E replica. The upper neck section now incorporates 6700zz bearings for improved support and reduced friction. The lower neck segment has a provision for a cross bolt to strengthen the component and prevent spreading underload causing the head to tilt or become loose. The lower axle has been modified to accommodate the bearing and cross bolt; it is a two piece design.
