TYT TH9800 Rails with coax and power cable mounts

this is a remix of the linked file to be more appropriate for manpack use. I beefed it up so that it protects the top and bottom broad sides of the radio from impacts, and provides slots to allow an antenna and power cable to be routed out of the top of the pouch or pack for easy access.
